Back From outlays to outcomes

There is universal agreement that some thing should be done so that outlays in the Budget become outcomes, so that the money intended for specific people reaches their hands and in good time, without leaks and delays. What Rajiv Gandhi said about only 15 per cent of the money ultimately reaching the intended beneficiaries continues to be so even now. Some say the percentage is now even less!

This is unfortunate and avoidable. Delay or deny need not be the rule any longer. A national discussion will provide a forum for thought leaders to suggest ways and means of bridging the gap fast.
