More than 95 per cent of the beneficiaries of the farm loan waiver scheme will be wilful defaulters, big farmers and farmers with political clout because they are the ones who are able to convince the bankers that they deserve more amount of loans. If you give incentive to defaulters and punish the sincere farmers who repaid their dues, everyone will become defaulters only. It will degrade the morale of the sincere borrowers and the sincere bank employees. The same thing h appened during the debt relief scheme announced in Mr V.P.Singh’s regime. It took nearly 10 years for the rural branches to come out of that effect.
